Introduction
One thing that has always bothered me about Skyrim, is that it is not the snowy, inhospitable wasteland that is described in the lore. Instead Bethesda seems to have split the map into different seasons; the northern parts are in a constant Winter, the Rift is in constant Autumn, whilst Whiterun, and Riverwood, etc. seem to be in an eternal Springtime. I can understand why this was done: more diversity, engine limitations for real changing seasons, etc. Whether the entire province should be completely covered in snow is open to interpretation, however. We'll pretend that it is.
I've seen a few people ask about Winter overhauls so I figured I'd make a little modlist/guide. So if you, like me, want to turn your Skyrim into Wintermode, then read on..
Mods to Install
The following mods offer the basic winter overhaul:
Skyrim Winter Overhaul - This mod is the most important. It converts the entirety of Skyrim into a constant Winter.
Climates of Tamriel - Winter Edition - This mod does a similar thing to SWO, though misses several places. Installed with SWO it adds to the snowy re-textures. More importantly, it also converts the weather to just snow. So now it won't rain in Riften when there is snow everywhere.
Footprints - Now that you've got a nice snowy landscape you'll want to make that snow feel nice and real and crunchy. This mod works with all the new snow added throughout Skyrim.
Warmth - This mod replaces the light-armor with variants that include sleeves, and furs. No more running around with you knees out in a snowstorm!
Super Sleeves of Skyrim - Does a similar job to the above; adds sleeves and leggings to guards, soldiers, etc.
Winter is Coming - Cloaks - Adds Game of Thrones style cloaks to Skyrim. Highly recommended!
A Snow/Ice Retxture - This one is up to you. I use HQ Snow.

A Snowflake Retexture - Again, if your system can take the extra strain, then go for it.
The following mods offer an immersive survival experience:
Frostfall - Hypothermia Camping Survival - This will make the biggest difference to the gameplay. Now, every journey must be planned or else you will freeze in Skyrim's frozen wastes. Requires Campfire. Also, Frostfall will not register the new snowy areas as cold unless it begins to snow, and then it will (Note: I am using Frostfall 3.1.1; newer versions may be different). If this bothers you, you can use Always Snowing so that everywhere will be cold, and registered by Frostfall.
Wet and Cold - Causes NPCs to equip cold weather gear, and have visible breath. There is an option in the MCM to apply this to the whole of Skyrim. This means NPCs in the usually warm Riverwood will wear fur cloaks, etc.

Overall, this makes for a great new playthrough. You can find yourself getting lost in a part of Skyrim that is totally changed because of the snow. I don't use an ENB so can't really make any recommendations. However, you want to make sure that the snow isn't too bright. I use Imaginator which allows you to give the environment a more overcast/dreary effect.
